Rubber Band Feeling Around Foot

The band has suddenly extended farther down and is affecting the entire leg.

I notice it more in my right ankle but it is really noticeable when i am tired and be on my feet too long or if it gets really hot. No one has offered me an explanation or help to fix problem.
